THE Southern Nigeria Youths Congress (SNYC) has strongly condemned the emergence of a parallel enforcement outfit known as Hisbah Independent Fisabilillahi in Kano State, describing it as illegal, unconstitutional and a grave threat to public order and Nigeria’s already fragile security environment.

The group made its position known on Friday during a press conference at Voyage Hotels, Oregun, Ikeja, Lagos, addressed by its Chairman, Ambassador Timothy Oyetunji, and Secretary, Mr Nurudeen Saliu.
The congress called for immediate government intervention and a comprehensive security investigation into the outfit’s activities.

SNYC warned that the creation of an unregulated enforcement body could fuel instability at a time when the country is grappling with banditry, insurgency and other violent crimes.
It noted that the emergence of a parallel Hisbah structure poses serious risks, including potential clashes with established security agencies, erosion of public confidence in legally constituted institutions, and the circumvention of laws governing public safety.

“Security and enforcement remain the exclusive preserve of constitutionally recognised institutions,” the group stated.
“Any private or politically aligned body assuming such powers is a clear violation of the rule of law,” it added.
The congress also expressed deep concern over reports suggesting that the new group is being funded by unnamed political interests.
It said the speed with which the outfit was mobilised and organised, despite prevailing economic hardship, points to access to what it described as substantial and suspicious financial resources.
Raising a series of questions it said demand urgent national attention, SNYC asked who is financing the group, the sources and channels of the funding, how the funds are being managed or audited, and whether such financing could heighten political tension, encourage arms proliferation or support the formation of a private militia.

It warned that unregulated funding of private enforcement outfits could result in abuse, intimidation and gross violations of citizens’ rights.
The congress urged the Kano State Government to immediately disband the outfit and reaffirm the authority of state-recognised security agencies.
It also called on the Nigeria Police Force, the Department of State Services and other security bodies to launch a thorough investigation into the group’s sponsors, leadership, operations and sources of funding.
SNYC further criticised political actors accused of exploiting vulnerable youths for partisan purposes and cautioned young people in Kano against joining or accepting inducements from unlawful groups.
It described the situation as particularly troubling amid widespread economic hardship, much of which it said was worsened by some of the same individuals now seeking to mobilise youths for political ends.
The congress concluded that allowing any parallel enforcement structure to operate outside constitutional limits sets a dangerous precedent capable of undermining governance and public safety.
It called for swift, transparent and decisive action in the interest of peace, national security and the rule of law in Kano State and across Nigeria.
