IN just one year, Warri South Local Government Area has transformed from whispered promises to a buzzing hub of development under the dynamic leadership of Chairman Hon. Agbateyiniro Weyinmi Isaac. A fact-finding mission led by Comrade Churchill Oyowe, chairman of the NUJ Delta State Council on Wednesday July 23, confirmed the startling progress unfolding in this corner of Delta State.

“When a man is good, you don’t need to look for words to describe him,” praised Comrade Emiko Raymond, chairman of NULGE Warri South, summing up the sentiments of workers and residents alike. The local government is delivering not only ambitious infrastructure, but also tangible welfare benefits — from bursaries of N20,000 to 1,000 indigent tertiary students to soft loans of N10 million each to 10 markets as revolving loans.

Perhaps the most eye-catching project is the ambitious Warri Atlantic City, described by Chief Butler Igbigbi, Adviser on Innovation and Sports, as set to be “like Banana Island” and destined to become the “ninth wonder of the earth.” Already underway, this development is supported by critical infrastructure such as the 60-metre bridge connecting Ifiekporo to the new estate, according to Engr. Tetsola Tuoyo Gregory, Head of Works Department. “Investors are already on ground working,” he confirmed.

But it’s not just urban renewal making waves. The agricultural sector is being revitalised with a 30-acre farm village in Orere-Oluba community, overseen by Supervisor Hon. Mofe Amiwe. The project, funded by a statutory 2% allocation from the local government’s 2025 Budget of Crystallisation, includes cassava, tomatoes, peppers, vegetables, yam cultivation, and livestock ranching. Amiwe explained that workers have undergone specialised training in Cross River and Oyo states to ensure the project’s success.

The once dysfunctional Pessu Market, which the crew of journalists visited, is also being revived with a modern solar-powered cold room, digitised abattoirs, and a meat café — innovations aimed at boosting commerce and food security. The palpable expressions on the faces of traders and abattoir workers gave credence to the fresh breath the local government is bringing into the market.

Health and welfare are not forgotten. Hon. Gift Ese Deduwa, Supervisor for Health, spoke passionately about upgrading primary healthcare centres and tackling drug abuse head-on: “Those who sell drugs are now being arrested. At Ugbuwangue market, police raid the place regularly.”
According to him, the chairman had directed him, from the outset of the administration in 2024, to take inventory of the state of healthcare facilities across the local government area with a view to changing the narrative. He also highlighted a standby ambulance for emergencies, swift and free medical care for fire victims at the Warri Central Hospital and care for vulnerable residents, including a near-fatal accident victim whose bills were covered and a late cancer patient whose expenses were offset by the local government.

Environmental initiatives under Hon. Femi Okorodiden’s supervision ensures Warri South stays clean and green, with over 150 sweepers and marshals employed to maintain sanitation. He, however, stressed community responsibility: “As a Waffarian, it’s our duty to sensitise ourselves to keep Warri clean.”
The administration’s welfare reach is also extensive. Chief Butler Igbigbi noted that N20,000 stipends are paid to the elderly and disabled, school fees and notebooks supplied to thousands of pupils, while the Governor’s care programme supports widows and vulnerable groups. The LGA’s zero-tolerance approach to potholes has also earned praise, with roads now smooth and safe.

Deputy Leader of the LGA legislature, Hon. Emmanuel Egbe, who represented the local government chairman during the briefing and tour, encapsulated the mood: “The chairman is our big boss because he cares. He’s like a father to us. He pays the bill when you’re sick and is always available.” Under the MORE GRACE agenda — focusing on Growth, Radical Transformation, and Agriculture — Warri South is setting a high bar for local government governance and development.
