THE Presidential Amnesty Programme (PAP) has distributed an additional 900 laptops to beneficiaries of its scholarship scheme studying in Nigerian universities, marking the third batch of the exercise within the country.
In a press statement issued by the Senior Special Assistant on Media to the Presidential Amnesty Programme, Mr Igoniko Oduma, the institutions covered include two partner universities — Nigeria Maritime University and Admiralty University of Nigeria — as well as three non-partner institutions: Dennis Osadebey University, Southern Delta University, and the University of Delta.
The distribution of the laptops on Friday, 30 January 2026, followed the directive of the PAP Administrator, Dr Dennis Brutu Otuaro. According to the statement, the programme had earlier conducted the first batch of the exercise in May 2025, during which 663 laptops were distributed, and a second batch in November 2025, which saw the distribution of 1,857 laptops.
Speaking during the presentation, Dr Otuaro described the initiative as a clear demonstration of his administration’s unwavering commitment to human capital development in the Niger Delta. He emphasised that education remains a critical driver of personal growth, innovation and sustainable development in the region and across the country.
Represented by his Special Assistant on Special Projects, Engineer Sokoto Ebikonde Victor, the PAP Administrator explained that the initiative was designed to equip scholarship beneficiaries with essential tools for learning, research and academic excellence in an increasingly technology-driven world.
“This laptop distribution underscores our strong commitment to the overall academic success of our students. The laptop is an essential tool meant to enhance your learning, research and innovation,” he said.
Dr Otuaro urged the beneficiaries to utilise the devices responsibly in order to achieve outstanding academic results and justify their inclusion in the scholarship scheme.
“We encourage you to remain focused on your studies and to see this gesture as an investment by the Federal Government in your future and in the development of the Niger Delta,” he added.
He assured that the Presidential Amnesty Programme would continue to implement initiatives aimed at supporting education, skills acquisition and youth empowerment in line with the Renewed Hope Agenda of President Bola Ahmed Tinubu, GCFR.
The PAP Administrator also expressed appreciation to President Tinubu for his continued support of the programme and commended the National Security Adviser, Mallam Nuhu Ribadu, for his effective supervision of the agency.
Several scholarship beneficiaries described the laptop distribution as timely, noting that it would significantly enhance their academic work. They pledged to make proper use of the devices and expressed gratitude to President Tinubu, the Federal Government and the PAP Administrator, Dr Otuaro, for the opportunity to pursue higher education under the scholarship scheme.
